Dirt pads under mobile home

I plan to move my ten year old single wide in the spring...I live in a rural area of Mississippi and will be moving to another family owned site. I've heard that I will have to build a pad that will be under my home. I have not been able to find any regulations that support this idea. Is this mover being truthful or just trying to get more money from me?

I had a pad built it was 17in of grade before the pad but now it's over 2ft now I paid 3500 for this it is only 3ft around the outer part of the house when I was told 10ft was what it's suppose to be now it will be one and a half block on one end and 5and a half on the other end what should I do help please

You have to have a dirt pad in the state of Mississippi. The fire marshall has to sign off for the lights to get hooked up.

Here in louisiana, a dirt pad is only required for a new mobile home, not a used one.
