fireplace with blower

i need to know how to operate my fireplace.I,t has a blower on it.my home is a 1995 fleetwood.can I run my heat at the same time?How do you set the Damper?I"m not doing something right because it smokes up the house?I"m disabled & can not afford a high light bill?ANY HELP PLEASE?
