moble home registeration and back taxes

Property Taxes were paid when moble home was purchased but was not registeres in my name at that time. Property taxes come in my name and have been paid by me since the purchace. Presently I am behind on the property taxes and my MHP manager is requesting a title. The title I was given originally from seller is lost. What do I do to remedy this situation? Since the taxes were paid at the time of purchase can they DMV withhold title until currant taxex are paid in full? I live in Delaware.
