tag or title

i have been renting to own a mobile home for 3 yrs. i want to pay it off. but when i spoke with the man that i am buying from i asked if he had a tag and or title and had said that all he could give me was a bill of sale because i didnt need a title due to the age of my home. 91 fleetwood. is it a legal sale?
