Should I keep the tongue and axles?

The dealer informed me that we will sign a form at closing that allows him to take the tongue and axles. I plan on moving this trailer at some point in the future and he told me it was standard that any movers would provide a tongue and axle.

Why does he want to take the tongue and axles and should I dismiss this as a non issue or should I refuse to let him?
