CLEANING THE UPPER STORM WINDOWS

Hello, Ive worked for many years, and just now able to do major cleaning in the window areas.
I can remove the screens, I can remove the bottom storm window. BUT HOW AM I SUPPOSE TO CLEAN the top storm windows, I see small silver clips on the bottom of the fixed windows, but it doesnt let me remove that inside upper window.
HELP PLEASE
