gas line

I moved my mobile home to another mobile home park, when I went to get my gas turned on gas company counldnt do because the park owner didnt have the gas lines up to code, needed new gas lines and a inspector to come out.. it took over a month to get gas. Is this allowed?? or should the gas lines already been up to date before my home was moved there??
