In order for a MH to be able to leave the factory it must past a final inspection that requires it to be habitable. A lack of cabinets does not meet that definition.

You can choose your own appliances, flooring wall covering, counter tops and myraid cosmetic effects. You could also order the cheapest cabinets available and then have them removed and replaced with your own once you've been CO'd by the inspector.
