No Transportation permit

The transport company did not get a permit to move the mobil home that I bought. The mover will not respond to me or the seller regarding our question regarding the permit. Now I can not transferr the title brcause I can not produce a copy of the permit when it was moved to my land. what do I need to do ? should I call TxDot and explain with out getting into a catch 22 situation?
