Can a park manager force me to have my home painted or they hire someone to have my home painted and then bill me? I have already had a contractor here and he said it doesnt need painting.

That does not sound right, but you would need to check your rental or lease agreement with the park. It may say that you need to keep up the appearance of your home including keeping it nicely painted.

If your contract does not cover this, then you would not need to paint it. Call an attorney if you need to.
