I used to have frozen pipes (warm side) all the time till the repair guy showed me how to just cut a hole in the inside wall surrounding the water heater. Now on the rare occasions when the pipes freeze, I just point a hair dryer into the hole and within 15-30 minutes, I have flowing water. You could make the hole look nice by making it an access panel.

A dripping tap or a leaky toilet is not some thing you want. It is guaranteed to make you sewer pipes freeze and I do not think it will do much to prevent your fresh water line from freezing.I do not know where you live or how cold your winters are but I live in Alberta ,Canada and it gets very cold sometimes. Temperatures can stay around - 40 or more for days on end.I live in a 16 x 72 mobile home with just simple vinyl skirting and haven't had any problems yet.A slow drip down your drain will cause ice to slowly build up in your sewer pipe and block it of. Especially if you are gone for a few days. I have an electric heat tape and insulation on my fresh water line and nothing on the sewer pipes and it works fine. Make sure you follow the heat tape manufacturers instructions when you put it on
